Improved Extension Evaluation Initiative

To further enhance the contribution RAS can make to rural livelihoods, it is essential to monitor and evaluate RAS achievements within complex rural settings, and to engage in a lesson learning process with a wide range of stakeholders and organisations. Therefore GFRAS is engaged in collecting and sharing knowledge and tools for monitoring and evaluation.

So far the evaluation initiative under GFRAS has produced a Review of Literature on Evaluation Methods Relevant to Extension and a Meta-evaluation of Extension Case Studies.

Guide to Evaluating Rural Extension

These materials were used to develop a guide for extension evaluation that aims at explaining the particular challenges of extension evaluation as well as providing pointers for how to practically address these challenges. A draft version of the guide has been tested in 2011 and refined.

Evaluating Extension Reforms

GFRAS, together with MEAS, the World Bank, and other partners, is coordinating an evaluation initiative entitled “Testing Extension Principles and Approaches: In-depth Evaluation of Extension Programmes”. To assess the efficacy of these reforms as a guide to future investments, an in-depth evaluation will be conducted of the experiences undertaken to carry out major extension reforms. The evaluation will begin by looking at one country and based on that experience the approach will be refined and more studies will be carried out. The purpose of the evaluation is to obtain a greater understanding of the relevance, effectiveness, and operational sustainability of reform efforts so as to inform and advance extension practice worldwide.
